In the education system in Palestine, compulsory basic education includes grades 1–10, which are divided into the preparatory stage, grades 1 to 4, and the empowerment stage (grades 5–10). Secondary education, which includes both general secondary education and a few vocational secondary schools, is for students in grades 11 and 12. There are 11 universities (10 private and one public) and 11 technical colleges (4 Palestinian Authority, 2 UNWARY, 4 public and 1 private) in tertiary education, all of which primarily offer four-year courses. Furthermore, 19 community colleges (1 Palestinian Authority, 9 public, 2 UNWARY, and 7 private) offer two-year diploma courses in technical and commercial specializations.

Even if students in grades 1–3 do not perform well, the ministry policy prohibits them from repeating a grade at that level. Students in grades 4 through 12 must, however, repeat. Repeating students make up no more than 5% of a class cohort, based on the students’ total average achievement score for the year. There is no remedial instruction for students who have been nominated to repeat during their repeated year.
