Coursera is online learning platform that offers massive online courses (MOOC), specializations and degrees from the world’s best universities since 2012. Among others, the catalog includes courses from Yale, Stanford, Princeton, Utrecht Universities. Currently, the platform serves 33 million learners worldwide. Taking into account the highest levels of displacement on world’s record and very low rates of college enrollment of displaced (According to the UNHCR, only 1% of refugees enroll in college or a university, remarkably it is low among women and girls), creators of Coursera decided to provide access to Coursera’s catalog at no cost to refugees around the world. In less than 3 years, they’ve served over 26,000 refugee learners, and continue to grow. Health insurance premiums for emergency persons
Bern, 06.07.2011 – The Federal Council has approved a revision of the ordinance on health insurance, which regulates the payment of health insurance premiums for persons entitled to emergency aid. The revision simplifies the administrative work of the cantons and insured persons.
The Federal Council’s solution enables the premium to be suspended for those who have probably left Switzerland. Insurers are relieved of administrative burdens, mainly because they no longer need to initiate unnecessary actions against persons who may no longer be in Switzerland.
Specifically, this suspension takes place at the request of the canton, if it assumes that the person entitled to benefits has left Switzerland. In this case, the premium is not owed. On the other hand, as soon as the insurer receives an application for reimbursement for a service and the canton does not pay for the service, the premiums are due at a premium retroactively to the time of suspension and the insurer must pay for the services during the suspension period.
Emergency persons entitled to compulsory insurance are compulsorily insured if they live in Switzerland. The compulsory insurance ends with a departure from Switzerland. Forfeited asylum seekers and asylum seekers with a final decision not to leave Switzerland will remain subject to compulsory health insurance until their departure from Switzerland.
